I have the honour to enclose copies of two com-

munications made by me to His Excellency Govern Solf

both dated the 19th instant, respecting Chinese

labourers in Samoa, together with copies of the

enclosures therein referred to; and to state that

the labourers stand in need of a Chinese Consul to

protect them.
